JOB SUMMARY:

The Engineering Manager is responsible for the planning, design and integrity of DMEA’s electric system including transmission, substations, distribution, metering and SCADA/AMR/voice systems; and communications to these systems.

 

QUALIFICATIONS AND EXPERIENCE:

Bachelor’s Degree in Electrical Engineering required; Master’s Degree in Engineering preferred. Registered Professional Engineer preferred.  At least eight (8) years of professional experience in electrical engineering including the management of an electrical utility system preferred.  Requires at least one (1) year direct supervisory experience in Engineering at an electric utility.

 

ESSENTIAL JOB FUNCTIONS:

In an efficient and professional manner, and accordance with the DMEA/IBEW Labor Agreement and DMEA Accident Prevention Manual:

  1. Responsible for oversight of DMEA’s electric system including transmission, substation and distribution facilities. Includes planning, engineering standards and specifications, and assuring appropriate voltage, protection, power quality and facilities loading.

 

  1. Responsible for oversight of the System Design team including all extensions from or modifications to the electric system. Assures adherence to and appropriate and timely improvements of the Extension Policy, the Electric Service Regulations and the New Construction Handbook. Assures procurement of appropriate rights-of-way and permits for construction activities and DMEA facilities.

 

  1. Responsible for oversight of the Energy Services team and engaging this team in a meaningful approach to complimenting and enhancing DMEA’s strategic direction. Assure appropriate administration of the Pole Attachment Agreements and net metering programs. Assure appropriate relationships with all members but especially with members who have large and/or unique loads.

 

  1. Responsible for oversight of the Technical Services team and its responsibilities including appropriate: substation operations, maintenance, upgrades, and switching orders; metering maintenance and upgrades; SCADA system maintenance and upgrades; AMR system maintenance and upgrades; two-way radio system maintenance and upgrades; and maintenance and upgrades for the communication systems related to the AMR, SCADA and two-way voice systems.

 

  1. Responsible for oversight of DMEA’s Interconnection Standard and for installation, operation, maintenance, and upgrades to all Distributed Energy Resource (DER) interconnections.

 

  1. Provides engineering expertise as requested or required within all departments of DMEA.

 

  1. Assures appropriate career development of employees in the Engineering Department.

 

  1. Responsible for defining, submitting and controlling budget costs for respective areas of responsibility. Monitors expenditures to ensure compliance with the current year’s budget.

 

  1. Promotes and maintains a safe working environment, observes all safety rules, and supports the Association’s Mission, Core Values, Vision and Strategic Plan in carrying out the responsibilities of the position. Responsible for assuring completion of Strategic Initiatives developed from time-to-time supporting DMEA’s Strategic Plan.

 

  1. Reviews and approves the work of subordinates, recommends wage and salary adjustments including reviewing the work of other departments in the company where technical work or performance has a bearing on the successful operation of the utility system.

 

  1. Responsible for the administration of all contracts, agreements, rules, regulations and statutes that directly pertain to the department.

 

  1. Responsible for special projects as assigned.

Requires in-depth knowledge of the principles and practices of electrical engineering and the operations of an electrical utility system.  Supervisory knowledge including personnel practices is required.  Must have in-depth knowledge of budgeting, general accounting, fiscal management practices; office procedures and business operating systems; and the appropriate methods and means of managing human behavior in a variety of business circumstances.

 

Communicating effectively, verbally and in writing, in a diverse range of audiences and settings; persuasion and negotiation of conflicts and problems; assessing operational, program, staffing, and fiscal needs; interpreting legal documents and government regulations, evaluating fiscal and financial reports, forms, and data; analyzing complex written documents; identifying and resolving administrative problems; working long and irregular hours, and under pressure conditions; delegating responsibility and achieving results through subordinates; and maintaining order in an environment of changing priorities.

 

Requires understanding and the ability to interpret the union contract, agreements and administrative policies to properly apply provisions to supervising and directing the work of subordinates.  Understands and uses the concepts of performance coaching.

 

Understands the concept of providing quality services to our members and customers, and agrees to maintain a continuing commitment to superior member/customer service.

 

ESSENTIAL PHYSICAL AND MENTAL REQUIREMENTS:

Requires frequent sitting, standing, walking and use of keyboard/computer; and occasional bending, kneeling, reaching and lifting up to 25 pounds.  Requires finger dexterity, good vision and hearing, ability to speak, and the ability to perform close work.  Office equipment used includes personal computers, related software, copy machines, fax machines, etc.

 

WORKING CONDITIONS:

Regular, predictable attendance is required.  Close to 100% of the work performed is done indoors in an office setting. Occasional travel by company vehicle and commercial means is required.
