Under the direction of the Communications and Marketing Manager, this position is responsible for producing DMEA’s newsletter, graphics, brochures, ad designs, and other formal communications with DMEA’s members and Elevate Fiber customers. This position utilizes print and other media including web based and related electronic means to communicate with members/customers, community leaders, and others as directed by the Marketing Supervisor. This position contributes to the development of internal and external corporate communications, including, but not limited to, advertisements, internal and external communications, social media, corporate reports, and other supporting marketing collateral for Cooperative programs and service.  This position also assists in planning and coordinating DMEA’s annual board election process and Annual Meeting, and coordinates the cooperative’s public outreach programs, including but not limited to youth educational programs and member events.




An Associate’s degree with an emphasis in graphic design, advertising, communications, journalism, professional writing or related field is required; bachelor’s degree in same field(s) of study is preferred. At least two years of practical, related work experience is required. Submission of a professional portfolio, including samples of applicant’s writing, communication collateral, design work, photography, and/or videography is required. Experience using Microsoft Office products; graphic design software (Adobe InDesign, Photoshop, Illustrator and/or Quark); and web design software (Front Page, Dream Weaver, Go Live, or comparable programs) is preferred. Experience in photography and using photo-editing software is preferred. Experience in videography and video editing is preferred, as is experience using Adobe Premiere video editing software. Must have and maintain a valid Colorado driver’s license.




In an efficient and professional manner, and in accordance with the DMEA/IBEW Labor Agreement and DMEA Accident Prevention Manual:


  1. Responsible for the design, layout, and production of the association’s newsletter, “PowerLines.” Assists with newsletter content as directed. Directs contractors as needed to facilitate newsletter production and works to ensure the distribution of this newsletter in members’ bills on a monthly basis.


  1. Responsible for the design, content, layout, editing, and production of the association’s internal newsletter, “Conduit.”


  1. Utilizes graphic design software to produce print advertisements, brochures, educational promotions and public relations material to support DMEA programs, events, and corporate objectives. Works with Marketing Supervisor to plan content for said publications. Determines size and arrangement of illustrative material and copy for said publications. Prepares final layouts for printer.


  1. Assists in budget preparation and adheres to budget guidelines for assigned initiatives.


  1. Assists with the administration of assigned portions of the DMEA’s internet website,, posts content and revisions to DMEA’s website.


  1. Facilitates DMEA’s social media and e-marketing efforts.


  1. Participates in the development, design, and disbursement of marketing materials. Coordinates the production of marketing materials with contractors as needed.


  1. Responsible for photography and photo editing needs of DMEA.


  1. Assists department with the planning and coordination of the Association’s annual election process and Annual Meeting.


  1. Responsible for marketing, implementing and the overall management of DMEA’s membership participation in the Washington, DC Youth Tour, the Youth Leadership Camp, and all DMEA Scholarship Programs.


  1. Assists with public outreach opportunities. Interacts with employees, members, customers, general public, and media in a professional and courteous manner.


  1. Assists department with the planning and coordination of all member events.


  1. Responsible for DMEA’s video production efforts as needed or assigned.


  1. Assists with special projects as needed.


  1. Participates in the marketing and communication efforts of DMEA’s subsidiary, Elevate Fiber. Works with the Communications and Marketing Manager to plan content, develop collateral, coordinate with contractors, manage social media, and implement annual strategies in order to meet customer subscription and retention goals.

To perform effectively in this position, the incumbent must have graphic arts/design, public speaking, writing, and editing ability at a level normally acquired through successful job experience and the completion of a college degree in graphic design, graphic arts, communications, journalism, professional writing, or a related field.  The ability to communicate technical subjects to a lay audience both verbally and in writing is highly desirable.

This position requires skill and proficiency in using different software packages on a variety of keyboard configurations; communicating effectively, verbally and in writing, in a diverse range of audiences and settings including those involving employees, customers, members, and general public; the ability to develop plans, procedures, and goals; present information to others; and work under stress to complete projects within deadlines.


Understands the concept of providing quality services to DMEA members/Elevate customers and employees and agrees to maintain a continuing commitment to superior people-to-people service.




Requires frequent sitting, standing, walking and use of use of keyboard/computer; and occasional bending, kneeling, reaching, and lifting up to 25 pounds.  Requires finger dexterity, good vision and hearing, ability to speak, and the ability to perform close work.  Office equipment used occasionally includes personal computers, related software, copy machines, fax machines, etc.




Regular, predictable attendance is required.  Up to 75% of the work performed is done indoors in an office setting.  Must be willing to travel anywhere in the cooperative system, as well as attend functions relevant to position. Travel is required for photo shoots, interviews, reporting, and events.  Travel by company vehicle is required. Overnight travel is required. Occasional travel by commercial means may be required.
